The Hongkong Government, in addition to possessing powers under its Seditious Publications Ordinance to punish anyone guilty of possessing, issuing or selling seditious publications (Ordinance No. 6 of 1914), and under its Deportation Ordinance to issue a deportation order against any person who has been convicted in the Colony of any offence and who is not a British subject (Ordinance No.25 of 1917, sec.3(b)), has also passed a special Ordinance making the publication of any matter calculated to excite disorder in China an offence punishable by imprisonment for any term not exceeding two years and by a fine not exceeding five hundred dollars (Ordinance No.15 of 1907).
